Certification Introduction

From June 1, 2021, the Chinese version of "REACH": GB/T 39498-2020 "Guidelines for the Control of the Use of Key Chemical Substances in Consumer Products" will be officially implemented. China REACH applies to the control of the use of key chemical substances in consumer products.

Control product scope

The definition of consumer products in this standard is: products designed and produced for personal use, including product components, parts, accessories, packaging and instructions for use. Mainly include: toys, children's products, electronic and electrical products, jewelry products, household cleaning agents, paints, coatings, adhesives, textiles, leather products, plastic materials, thermometers, cement, etc. But it does not include: food, drugs, cosmetics, tobacco, special equipment, aircraft, ships, military products and other products under special government supervision.

Regulatory requirements

China REACH is applicable to the use control of key chemical substances in consumer products, refer to EU REACH regulations, RoHS directive, POPs regulations, 2009/48/EC Toy Directive, EN71-9 Toy Safety - Part 9: Organic Compounds, EN71-12 N- Restriction requirements for nitrosamines and N-nitroso compounds, ISO14184-1 textile formaldehyde and Oeko-tex leather, etc., put forward restrictions on key chemical substances in consumer goods in my country. That is, 117 chemical substances, such as heavy metals, benzene, toluene, formaldehyde, plasticizers, bisphenol A, phenol, PAHs, amines, dyes, etc., need to be controlled and controlled in consumer products. Differences between China REACH and EU REACH

Is the "Restriction Requirements" titled "China's REACH" really a copy of the EU's REACH? The answer is obviously no. Because the "Restriction Requirements" is very different from EU REACH, it mainly includes the following aspects:
The "Restriction Requirements" does not have EU REACH requirements for chemical substance registration, evaluation, authorization, notification, etc., but only stipulates chemical substances. Restrictions on usage requirements are prohibited.
The Restriction Requirements are aimed at hazardous chemicals related to consumer products, while EU REACH is aimed at all chemicals and their products in the EU market.
"Restriction Requirements" is a generalization and integration of substance restriction requirements in existing standards or regulations, while EU REACH does not overlap with other EU regulations and standards.
The order of substances in the "Restriction Requirements" is generally in the order of heavy metals, alkanes, haloalkanes, alkenes, etc. from simple to complex, while the substances in EU REACH are naturally generated according to the proposed and adopted order of restriction requirements.
The "Restriction Requirements" is open to new chemicals or consumer products, and can refer to existing restrictions on similar products, but EU REACH has no special instructions.

Significance of REACH in China

The requirements of national economic development for standards, the requirements of new consumption leading consumer goods to improve quality standards, and the requirements of aligning with international standards;
